My article on "Locks and Levies" has now been published in the Denver University Law Review and posted to the SSRN. The paper explores the implications of simultaneously enacting anti-circumvention provisions and private copying levies from the perspective of copyright owners, technology firms and consumers. It draws comparisons between laws in Canada, the United States and Europe. As the Government of Canada is presumably preparing to introduce new copyright legislation sometime this year, lawmakers should pay attention to the issues exposed in this article.
