I was recently invited to speak at the Centre for International Governance Innovation, an international think tank founded to provide solutions to the world's
most pressing governance challenges. I spoke about Canada's role in the global knowledge governance regime, specifically Canada's fading influence on international intellectual property policies.
After explaining the significance of several revolutionary digital and biological technologies, I discussed the
role that intellectual property plays in governing knowledge about
these technologies. While the last decades of the 20th century saw
unprecedented convergence between trade, economic globalization and IP, distinct
counter-pressures have emerged in the first decades of the 21st
century. Emerging economies, and emerging stakeholders, have emphasized
the need for balanced policies that facilitate development through
access to knowledge. I argued that Canada ought to demonstrate
leadership in setting the new rules of the information society by
acting as a democratic role model domestically and leveraging its
